(excerpt from Introduction)
"This handbook is about the use of maps and geographic information systems (GIS) by Vermont communities. The primary emphasis is on how planning, and other activities undertaken by local government, can be facilitated by this new technology. The goal of the handbook is not to make the reader and expert on GIS or to burden one with technical details; the aim of this book is to make the reader aware of the capabilities (and limitations) of GIS and the many ways it can be used to help solve local problems."

Due to the size of the report, it is available in several parts.
